Per the announcement from American defense chief Pete Hegseth, a US strike killed four individuals in an operation against a vessel allegedly transporting illegal drugs in international waters near the Venezuelan coast.

The strike occurred just a day after US officials informed Congress regarding the US had entered a "non-international armed conflict" against drug cartels.

This marks at least the fourth such extraordinary and controversial operation by US forces outside American waters over the past month.

Specifics of the Strike

The defense secretary stated that the boat was targeted as it was transporting substantial amounts of narcotics bound for America, posing a threat as poisoning the people.

“Intelligence assessments definitively verified the vessel’s involvement in drug trafficking, identifying those aboard as narco-terrorists using established smuggling routes,” Hegseth said in a social media post.

The defense secretary further asserted that the boat had links to Designated Terrorist Organizations, a label applied through a private document sent to lawmakers.

Legal and Governmental Background

The Trump administration has informed Congress regarding its view that drug trafficking organizations are non-state armed actors whose activities in narcotics trafficking “constitute an armed attack” on the US.

This notification was accompanied by a classified briefing with lawmakers from the Senate defense panel, held recently.

Administration officials attempted to legitimize these operations under Trump’s Article II powers, permitting military action in self-defense in limited engagements.

Previous Operations and Global Response

Prior to this incident, US forces had conducted attacks against three vessels in Caribbean waters, resulting in 17 fatalities and causing global condemnation.

Hegseth emphasized that such operations “will continue” as long as “the attacks on the American people are over”.

Administrative Changes and Oversight

Officials has reportedly strengthened a White House security body to function as an independent entity inside the administration, a shift unlike prior governments which had it reporting to the security chief.

The reorganization has influenced the coordination and execution of such strikes, as certain authorities learning of operations only hours before their execution.

Despite the administration’s claims, juridical specialists point out that designating trafficking groups as terrorist entities does not provide extra powers to employ deadly action absent concrete evidence connecting them with a foreign government.

So far, the administration has not provided such evidence concerning the alleged penetration of the Venezuelan government.
